Increasing block rates are the usual system seen in urban centers and places living under droughts. An increasing block rate follows a structure that charges each succeeding block of usage a higher price in an attempt to encourage conservation. Simply put, the the more you use, the more you pay.

Some localities also employ what is called “seasonal rates.” As you can probably imagine, the rate you are charged varies depending on the season of the year and the rain available during that time.
